options.fee_rate_estimator accepts auto (default), block_policy or mempool_policy; auto returns lower valid estimate.
options.verbosity>=2 includes mempool_health_statistics; successful auto result adds estimator.

Estimate fees using block policy and the new mempool policy estimator.

estimate_mode (string, optional) — unset/economical/conservative; default economical
