Removes a filter created by eth_newFilter, eth_newBlockFilter or eth_newPendingTransactionFilter.

Returns true when a filter was removed and false when the id was unknown - an unknown id is not an error here, unlike eth_getFilterChanges / eth_getFilterLogs.
