Returns the current gas price in wei as a hexadecimal string. It is the price the node suggests for prompt inclusion.

Typical value on this chain is around 41 gwei ("0x98beb4f80"). VinuChain has a flat fee structure - baseFeePerGas and the reward percentiles returned by eth_feeHistory do not vary across a window - so this value moves little.

Pair it with eth_maxPriorityFeePerGas for an EIP-1559 transaction.
