Creates a filter that collects the hash of every block sealed after the filter was created. Poll it with eth_getFilterChanges, which returns the hashes seen since the previous poll, and remove it with eth_uninstallFilter when you are done.
The returned id is a 16-byte hex string with leading zeros stripped, so it is not always 34 characters long - treat it as an opaque string and do not left-pad or normalise it.
Requests to this endpoint are balanced across a pool of nodes, and a filter is only visible to the node that created it. For anything that must be reliable, poll with an explicit block range instead of a filter.
