NOWNodes API key passed in the api-key header.

Changed. A null element inside the tipset key array is now rejected with an error; before, it was silently dropped. To use the current head, pass an empty array [] or null for the whole key. Returns mining base information for a specific miner at a given epoch, looking back from the provided tipset. This includes the miner's power, the sectors eligible for winning PoSt, and the beacon entries needed to construct a valid block. Returns null if the miner has no power at the given tipset.
