This method is no longer available in version 1.5.3 (it was available in version 1.4.10). The gov module v1beta1 query endpoints were removed in 1.5.3; use the equivalent v1 endpoint /cosmos/gov/v1/proposals/{proposal_id}/votes/{voter} instead.
