BatchedCommands queries the batched commands for a specified chain and BatchedCommandsID if no BatchedCommandsID is specified, then it returns the latest batched commands

This method is no longer available in the Axelar API as of version 1.5.3 (it was available in version 1.4.10). The entire evm module was removed from the API in version 1.5.3.
